As a provider of Sector-Based Work Academy Programmes (SWAP) at HRC, we work in collaboration with the DWP (Department for Work and Pensions) and employers to support local jobseekers who are in receipt of benefits to learn new skills and gain experience to support positive progression into employment.
Since our partnership with the DWP began in March 2025, we have delivered SWAPs across Construction, Hospitality, SIA Security and Customer Service, and a learner from the latter, who is a care leaver, now works for the DWP in Customer Service.

Our most recent SWAP delivery was in Construction, where local people on the programme spent time at our Broxbourne campus attending a range of workshops across a two-week period, building skills in both the practical and theory elements of the sector, including carpentry, bricklaying, health and safety, and employability and interview skills. Local employer Tilbury Douglas supported the delivery of these workshops by introducing learners to the company and the possible construction career pathways, conducting mock interviews, and providing personalised feedback to improve their job prospects. Upon completion of the workshops, learners were able to sit their CSCS (Construction Skills Certification Scheme) test on-site, evidencing their completion of the required level needed to secure employment. From this cohort, 70% gained their CSCS card at the first attempt, all of which are now in employment.

Many of the jobseekers on these programmes have previously experienced significant barriers to learning, and we’re proud to play a role in building their confidence and developing their skills to overcome those barriers and find a suitable role. A recent learner is evidence of the positive impact SWAPs can have for these jobseekers – “I wanted to say how much I appreciated the opportunity to complete the course. It had a very positive impact on me, helping me develop new skills and gain valuable qualifications. Receiving my CSCS card will also support my future plans to pursue a career in fire safety.”
